Added HELP link to user dashboard through which user will be able to access important links related to docker, github etc.
help.html contains important links which can be beneficial for user's perspective. User can reach out to docker, github etc. tutorials links without even searching out on web. This can be beneficial for beginner level.

Help link has been added to user dashboard which will redirect to help.html, where user will be able to find generic help topics and tutorials related to docker, github, how to make instance on fiware cloud etc.
