Since Git for Windows v2.53, 'iconv.exe' is missing from the distribution. It's not a core dependency but it was there since the very first times, mentioned in https://git-scm.com/docs/gitattributes/2.50.0#_working_tree_encoding to support the proper usage of the 'working-tree-encoding' attribute. Fixes git-for-windows/git#6083 Signed-off-by: Matteo Scaramuccia <gitforwindows@matteoscaramuccia.com>

Elegant!
I heard of a report that the minimal-sdk artifact (which is used by Git's own CI builds) is missing the iconv.exe file, and that some people would have loved to have it back. But I guess that there are better fixes than to re-include that file (Git can be built with libiconv, in which case git-for-windows/git@7b017d4 would be a better idea, anyway).

The `iconv` executable, which was [inadvertently dropped](git-for-windows/git#6083) from Git for Windows v2.53.0's installer, [is now included again](#678). Signed-off-by: gitforwindowshelper[bot] <gitforwindowshelper-bot@users.noreply.github.com>
