From spec: `If the Control Message is a Command, the UWBS shall ignore the content of the Command and send a Response with the same Group Identifier (GID) and Opcode Identifier (OID) field values as in the Command and with a Status value indicating the error ( e.g. STATUS_SYNTAX_ERROR`
