Add a dedicated workflow to detect and diagnose race conditions in TestAllocateWithPVC that only appear in CI environments. The workflow runs 250 total test iterations (50 iterations × 5 configurations) with different GOMAXPROCS settings and race detector combinations. Test configurations: - Race detector enabled with GOMAXPROCS=1,4,8 - Race detector disabled with GOMAXPROCS=1,4 This systematic approach will help identify timing-dependent failures and data races that cannot be reproduced in local development environments.
