As Of now, hashicorp/vault image is not available for s390x platform. https://hub.docker.com/r/hashicorp/vault/tags
Even though binary for s390x is built and available here https://releases.hashicorp.com/vault/1.13.1+ent/vault_1.13.1+ent_linux_s390x.zip so we need to build docker image for s390x with above binary.
