Same as in hbz/lobid-gnd#447: why add a "README" main header and move all other down?

If I remember correctly # - Headline Level 1 should be reserved for the document title and all other "real" headlines should only start at Level 2. At least in Headge Doc there is always a complaint about it.

I don't think that makes sense here: you're actually adding a top-level header. What you describe is when the system generates the top-level-header, and the document headers should be below that.
