Add CPL Marker Labels

Add CPL Marker Labels per the Ad Hoc report.

Outstanding questions:

• do FFCreditScene and LFCreditScene overlap with FFOT and LFOT
• should FFLocalization be used instead of FFLS?
• FFOT/LFOT: what is a tag? Potentially overlaps with FFCreditScene. Should FFOfTag be used instead?

group discussion 2025-06-11: "tag" means something tagged on at the end. There can be multiple tags. Group is OK with using FFCreditScene instead of FFOT.

WBD and Pixelogic propose these additional markers .

The first two help avoid confusing intentional/creative blacks with dropouts and with commercial black.

FFVB – First frame of Video Black. One or more frames of intentional black picture (e.g., lead-in, dramatic pauses, and other creative devices), distinguishing it from unintended dropouts and commercial black.
LFVB – Last frame of Video Black. One or more frames of intentional black picture (e.g., lead-in, dramatic pauses, and other creative devices), distinguishing it from unintended dropouts and commercial black.

These markers describe short statements that occur prior to an ad break is intended to tease the audience into watching through the break.

FFBreakPreview – First frame of a segment teasing viewers to return after a break (e.g., “Stay tuned”, “Up Next”, and “After the break”).
LFBreakPreview – Last frame of a segment teasing viewers to return after a break (e.g., “Stay tuned”, “Up Next”, and “After the break”).
