I think we can improve this statement: "In some frameworks, to ensure a reliable database connection, (..)":
Either we really make it specific for what frameworks we really recommend this URL_encoding (if we can determine this info for every framework)
Or we can say it this way: "If you have problems with your database connection, then we recommend to always URL-encode the database password.."
