Comments on the extension fields

This PR includes the comments mentioned in:

• the issue section 4.5, 4.7 modes for observation , analysis #22
• the issue TeV update of the note #15

It adds in the extension pointing_mode and scan_mode, and modify tracking_mode in tracking_type.
