Pulled Register, beta Permissions plugin, and Help plugin references and code so it compiles successfully without those dependencies. Force Vault usage (I believe I removed XP-as-currency in the process). Resolve many warnings project-wide. I have not tested entity spawning with the new code, but the new IO code without the unused vars works.
I believe chest shops are still broken, though I didn't touch them.
