WIP - support poetry with url

• Use the package level version since poetry file entry does not include version
• When PackageFile urls exist, use the first url without checking LinkEvaluator since it may not use the same pattern

• it does not support pdm with url
• it currently fails with "build._exceptions.BuildBackendException: Backend 'setuptools.build_meta:legacy' is not available."
