- Overrode buildWithReplacements() to collect configuration values.
- Added applyReplacements() helper to resolve ${instanceName} placeholders.

Do we need to maintain both RuntimeConfigRegistry#RUNTIME_CONFIGS and RuntimeConfigRegistry#RUNTIME_CONFIGS_BY_SOURCE - similar comment from here

No, we don't need to maintain both these sources -- addressed in this commit.
