Try and test the async_request_control() behaviour of PwCtrlCoordinator. Update the mock to add a separate response for async_set_config(). Fix a bug introduced by commit d5a66cc - the use of `config` should have been updated to use `site`

Add testing for the coordinator, and make small improvements to it. Also fix a bug introduced by the recent refactor.
