Header

• Logo size
• Placement of LibreOne button
• Moved menu from navbar below header into Header
• Added 'Collapse' button for navbar on smaller screens
• Changed "Contact Us" menu item label to "Support"
• Created stylized homepage content
• Styled footer

Welcome page

• Added main welcome message with custom image
• Added register section with links main sign up links

To Do Next:

• Style the footer
• Finalize wording on welcome page (with Eric, Delmar, and Jennifer)
• Create final imagery

Testing

• Pull this banch down on local, or specifically the first commit: "style: header navbar"
• You should notice that the Header of the site is different in the ways described above

@kreut : this is the PR to test on. You can pull the branch homepage-ui-refresh to see these latest changes. I still have a the footer to style, plus finalizing the wording/images.
