Reason for this PR
So far we are unable to open a draft PR without it being automerged if the zine build suceeds.
With this PR, the codeowners-automerge action only runs on non-draft PRs

Change pr.yaml GH workflow to trigger on specific PR actions and include an if condition to only automerge if the PR is not a draft.
