Instead of just looking for duplicates, look for any readings that come in from the iss by ID of the iss that are less than 2 seconds from the previous reading and if found throw them. Most duplicates are withing milliseconds, had one that was 1.7 seconds and the wind was 237 mph and the temperature looked bad on the second reading. This is a band-aid but necessary for checking for good data. The SDR should not be reading garbage and giving a good CRC
