Adds official support for options.down, which generates
.broken.tsversions of plugins, allowing us to mark sites as down without deleting their entries, and keep the plugin list cleaner.Restoration simply requires removing the down line, or setting it to false (and resetting down since, presumably).
Effects:
Will disable 28 multisrc plugins
