Solves Item #90
Includes Get, Set, New, Remove cmdlets for both flags and flag types
flag types available in public beta right now, but will be generally available in 2.4.0
Flags and Flag Types rely on human-readable associative objects and colors, respectively, so there are two small helpers in private that help make that easy for other languanges in a way that isn't case-sensitive
Also includes docfiles that were generated
