New file to detect architecture of Intel and Nvidia GPUs.

This code works for Nvidia GPUs for Python 3.9 and for Intel in python 3.6, however it has limiting capablities for Intel GPUs.
For Nvidia it will print: Vendor - Card Type - Memory - Streaming Multi-Processors - Cuda cores per SM - Number of Tensor cores. For Intel: It will just print Vendor however, sections have been created for Intel to be edited in the future in the other functions (Card Type, Memory etc.)
