This implementation doesn't account for a capacity of 0. If a user creates a Dictionary(0), the code will raise a ZeroDivisionError in __setitem__ when calculating either the load factor (self.length / self.capacity) or the index (hash_value % self.capacity). Consider adding a check to ensure the capacity is always a positive integer.
