I implemented message filtering by content matching and Subject: decoding when mutlibyte characters used.
Content matching
Main diff is this ee46c52.
I reused "Headers regexp" as "Headers/body regexp" to avoid Web UI and config data structure changes but this can be debatable. They are originally regexp for headers match.
Subject decoding

Decode subject when checking ruleset matches.
