I've added some suggestions to how we can make it clearer that there are two levels of usage but only one for billing. Also suggest to change the name in the content-nav to Billing and usage.
Also, I know I've inconsistent with the capitalization of Organization vs organization. Please disregard this.

I'd suggest turning this into more of an introduction to Billing and the usage report.
Something like:
Billing is based on usage in an Organization and information is available at the organization level only.
Usage can be aggregated on both organization level and project level.
The usage report gives insight into how resources are used.
Then once the concepts are introduced, you can list the roles required to view billing info and the usage report.
You can consider if you want to move the Billing section up since the section is called Billing and usage report.
Also, don't forget to update the content-nav!

@basturzoiu I could see the usage report at the billing level as an admin - can you 2x check these role requirements?
