Pull Request Overview
This pull request reorganizes dependency declarations within the pyproject.toml file to improve dependency management and maintain consistency.
- Moved the toml-cli dependency along with adding a new ty package from the main dependencies to the [tool.pixi.pypi-dependencies] section.

Moving dependencies around to where they should more naturally be and remove some that are not needed. The versions of runtime dependencies are specified so pip-audit can better report on issues.
