Added NewTranslator Class

Implemented a new translator class NewTranslator in deep_translator/new_translator.py.
This class provides translation functionality using a mock translation service.
Added tests for the new translator class in tests/test_translator.py.

Changes

deep_translator/new_translator.py: Contains the implementation of the NewTranslator class.
tests/test_translator.py: Contains unit tests for the NewTranslator class.
