- Fixes a NullPointerException where a null UUID was passed to the PermissionsModule during startup.
- Implements deterministic UUID generation via nameUUIDFromBytes to ensure service accounts maintain the same identity across restarts.
- Prevents duplicate service account entries from accumulating in permissions.json.
