feat(i18n): added Tamil language configuration

Description

This PR adds Tamil (ta) language configuration into config.json.
Tamil language is already enabled in Crowdin and translations are almost complete.

What’s Included

• Added Tamil (ta) entry in config.json
• mention enabled as false

Fixes #8460 , Addresses #8401
