WIP Restructure Stimulus Questions form for edit

Summary

Restructure the Stimulus form to allow for edit. Adds tab for each question to display questions rather than appending onto the same view.

Still to do:

• Make save work (only saves the case study question)
• If a new subquestion is added, save the new sub question as well
• Allow re-sequencing of sub questions (needs to save presentation sequence to the aggregation)
  • possibly by implementing a drag feature to allow moving of tabs to the right sequence?
