Solves issue #4
This does not change bluepyefe's results.
Drops support for python < 3.11

Problem: scipy 1.16.1 does not support python 3.10, but python 3.10 should still be alive for at least one full year

Thanks, @AurelienJaquier! Could you please also update the README to note that we are dropping support for Python 3.9 and 3.10?

We also need to update bluepyemodel as it also currently has support for Python 3.9. Other software would also need an update after this release, e.g. bluepyopt, obi-one, etc.

It would be nice to have a record that this PR dropped support for Python 3.9 and 3.10. Could you please update the PR title and description to reflect it before the merge? Thanks.
