feat: add card in Pages and Resources to allow hiding the dates tab

Description

This PR adds a Date Course App to the Pages and Resources API, enabling course authors to hide the Dates tab from learners using the authoring MFE. The app is behind a feature flag and will only be displayed when the FEATURES["ENABLE_DATES_COURSE_APP"] is set to True.

Useful information to include:

• Which edX user roles will this change impact? Common user roles are "Learner", "Course Author".
• Include screenshots for changes to the UI (ideally, both "before" and "after" screenshots, if applicable).

Testing instructions

Please provide detailed step-by-step instructions for testing this change.

• Make sure to restart your CMS once you switch to this branch; otherwise, the changes won't be reflected.
• Enable the FEATURES["ENABLE_DATES_COURSE_APP"] flag in your settings.
• Ensure you are running the authoring MFE from this branch.
• Navigate to the Pages and Resources page for any course in Studio.
• Confirm that the Dates card appears, as shown in the screen recording above.
• Disable the Dates app as demonstrated in the video.
• Verify that the Dates tab is no longer visible on the Learning MFE and themed pages.

As far as I understand, the FEATURES dict is deprecated, so please just make this a direct settings. ENABLE_DATES_COURSE_APP instead of referring to the FEATURES dict.

I also noticed that this PR only hides the dates tab, but not the dates sidebar, which links to the same page. Its link still works.
