With this cause failures if it merges before CCCMO 426?

Oh no, not at all...

This change preserves the behaviour for existing IPv4 install and dual-stack install is only introduced now. For dual-stack, if we merge before CCCMO PR#426, the CCM will mistakenly considers only IPv4 address, which is the same as not setting IPFamilies at all. So, no breaking :D
