Description
Chain buys are distributed to root. Validators turn on Keep to transfer buys into holds for root stakers. If keep is turned off, then chain buys become chain sells, having negligible effect on price. Root participants are given more control over subnets with long term chain buys. To be merged with delegated keep swap PR.
