Fix: remove useless blockemission storage

Description

Removes the storage value BlockEmission as it was being overwritten by each call to it and isn't useful.
Clients that rely on it should use the formula that previously updated it.

Since the halving this value has been broken so removing it shouldn't be any more breaking.
