Karmator

This is now the 5rd generation reimplementation of karmator which was:

Originally plugins of 2 separate irc bots.
Python irc bot + Haskell karma parser.
Pure Haskell irc bot.
Hybrid Haskell irc/slack bot (mostly slack2irc bridge)
Now this rust pure slack bot implementation.
