Added a minimal GUI tab for Late game Settings and use for the Erbium universal gs

the tab and its settingsonly shows the tab when Late game AKA bLateGame config is ONWhat this allows for users?
it allows to Toggle LongZone and set the Zone Phase as a number
under the settings theres allso a lil not what this does and what can u set this to
How ever there's 1 limitation with this the Zone Phase as a number is min 3 and max 7 and I set these cuz these are MOSTLY playable in-game especially zone phase 7 (its small ofc)
