Please change "Content Usage Guidelines" to "Diretrizes de uso de conteúdo", as that is the title of the PT-BR translation of that page. You should also link to the pt-br version of that page: /wiki/pt-br/Rules/Content_usage_permissions

No, you're supposed to leave it as a link without a specified language, since links redirect to the selected language anyway. For examples, see https://osu.ppy.sh/wiki/Article_styling_criteria/Formatting#internal-links

The page's translation in general is only partially done. The "Notes" on the song listings, the announcement post information following Featured Artist mentions and column titles on the song listing tables aren't translated, to name a few.
