The purpose of this PR is to add support for SI units (and their derived units).
The function accepts the unit to display in and then options to customise the use of the prefixes.
The use of exponents less than 3 is disabled by default as this seems to be the most commonly expected result - it's very rare to display things in hg (not to mention this is confusing for the symbol for Mercury). However, if someone wants to use the exponents -2, -1, 1 and 2 they can pass the false flag to the function.
