Probably Github Actions does not work on PR so please see my fork
While I don't have permission to upload sdist/wheel to PyPI, I used
action/upload-artifactinstead to demonstrate.So please use https://github.com/pypa/gh-action-pypi-publish instead to release sdist/wheel to PyPI when a new tag has created or whatever by yourself (users who know PyPI username and password)
Note that I used Github Actions because there are macOS and Windows which does not exist in Travis.
