Update the GitHub workflow to build the qcom-distro-catchall variant
instead of running separate SELinux and SOTA builds. The catch-all
distro enables all relevant DISTRO_FEATURES in a single configuration,
reducing number of CI builds.

Please rebase.

Add a kas configuration for qcom-distro-catchall, a variant that enables
all DISTRO_FEATURES supported by meta-qcom-distro. This build is useful
for validating feature combos such as SELinux and SOTA together in CI.
