This PR is related to the undiscounted vs discounted specification topic.

FSC evaluation:

  • Only one format of FSCs is currently supported (example added in 'models/fsc-examples').
  • Evaluation is very naive right now and requires a complete memory rollout.

I will link the SARSOP implementation that exports FSC from alpha-vectors here once it's in a good state.
