I did this in #737 and honestly it's not THAT many more log lines. I think it's worth it.

Fixes #738
Updates all GitHub Actions and
pre-commithooks to their latest versions. This resolves a deprecation warning about the AWS SDK used, and should hopefully pull in other bugfixes, security improvements, and performance improvements.
