Triage:
Some more update from log analysis. The ethagent queries HAL for total number of eth devices. This is returned as 0 from HAL during upgrade/bootup sequence. Since there are no eth devices fetched, ethagent doesn't send callback to LM lite to trigger telemetry. NOTE: This is not functionality impacting. It is only a reporting issue. More debug logs are planned to be added to understand the root cause. Needs more analysis with additional debug logs.
