feat(x2a): Render ProjectList page with paging and sorting

Fixes: FLPATH-3071

Based on (needs rebase):

• feat(x2a): pagination and permissions for /projects and /projects/:id #2152

Renders the Project List page, so far without collapsible rows with module details.

Sorting and pagination works.

This page will be further updated in follow-ups, especially for:

• project status calculation
• module lists
• src/target git repo columns
• humanized Date rendering (let's do i18n first)
• empty state
