Not really a requirement, especially as the
READMEcontains this info too. But I think this file will allow GitHub UI to identify this project as CC-BY-SA. So others can quickly see that near the top of the page, or use it for searching too.Feel free to close if it's preferable to keep the info in the readme file only.
