The ICU data changed that dates now expect a comma, (which I don't remember even using in the NL_NL locale).
But as this isn't common we allow date times without comma's.
And the 'Ar(abic)' locale was changed to
ar_BHto ensure Arabic numerals, 'ar' isn't an official locale (but a language).
