Attempt to backport #467 to Foxy in an ABI compatible way.

I think this is an ABI compatible port; I'll let the ABI checking tell me otherwise.

The ABI checker is failing for some reason other than the changes in this PR. The same failure occurred when performing an innocent update the package.xml in #474. I've opened a separate PR that I think addresses the compilation error during the ABI check: #480

I still have the same issue as mentioned in this thread. I posted the error just to make sure. It has happened repetadly during the last weeks.

I have Ubuntu 20.04 and up-to-date Foxy packages.
