This PR adds a new command
subscribe-onlywhere you will be able to ask for shreds from Jito using the gRPC, maintaining a heartbeat and token authentication. Instead of forwarding the shreds you will ask for a specific port and that's it.This is useful in case we want to use a local shredstream in a server but don't want an overhead of it forwarding to the same local machine.
