These were (probably) only needed when `cx_oracle` was used.
… instead of `python-*` equivalents.
Except for the case of the `dev` image, `gcc` was likely needed only to support `cx_oracle` (which is no gone).

This commit basically cleans up a bit the project's Docker container definitions.
gcc,libnsl, andlibaio(similar to dependencies: Remove unusedlibnslandlibaiofrom dev test image; Fix #7861 rucio#7867), which were likely required bycx_oracleonly.python3versions, for example, by replacingpython-pipwithpython3-pip.Although I tested locally that the images are built successfully, it is important to test them while being used because in practice things might break during runtime too.
