Version 1.1.0 of the TOML spec was released recently, adding support for multiline inline tables, among other things. The toml crate now supports this new standard, so let's update.

Is there a reason you are wanting to update the version requirement in config? 0.9.11 is compatible with the version requirement specified in config, allowing callers to use the new version of toml.

Ah - my bad, you're completely right. This is just a patch release, and I made this PR based on incorrect assumptions on my part. I also see that you are one of the maintainers of the toml crate. Closing this PR then, sorry for wasting your time.
