Summary

create shared pcf-context-service and pcf-mocks packages
update Scheduler to consume shared packages
update ImageCrop to use new context service
configure tsconfigs for path mapping

Testing

npm run dev:test (fails: spawn xdg-open ENOENT)
npm run build (partial logs shown, build started)
npm run build in ImageCrop (partial logs shown, build started)
