It should yeah, when it's done :) I suppose the cbc install also installs gfortran that SCIP (or one of its dependencies) needs.

My plan was to generate statically built lib files and then download them and link to them here statically. If you'd like to help a PR to https://github.com/scipopt/scipoptsuite-deploy would be very appreciated that would modify the scripts to generate statically built lib files too maybe by passing -DSHARED=Off to the cmake calls but this needs to be tested with scip-sys.
I've tried some times in the past but never got it to work, but it has been a while I don't remember exactly what was the issue.

I honestly can't promise I will look into this in the next few weeks/months, but I've always waited for a problem to appear that would justify diving into cmake and C++ build tools, so I am honestly interested in doing that at some point. I don't think you should wait for me, though. I'll drop a comment if I actually get started.
